Less-Than-Intelligent-Leadership doesn't know who to bomb or who to start a war with after the hurricane, so how better to proceed than against a new set of terrorists who clearly must have been responsible for starting the hurricane.

And where is a third of our National Guard and Reserves? 40% of the troops in Iraq are guard and reserves...
